The words "visible finishes" can be misleadings as you may think that you do not know the color of the plate you will need and decide to choose a later stage in the process. I think it means that the elements will be visible and that directs you towards the kind of "visible" elements you will need

Depending on the mind frame of the client it could be earlier in the cycle, but in reality I find their attention and readiness to give a final answer to finish options after contract and at time of ordering.
