As an integrator I'd establish initial contact with the stakeholders. If I'm a manufacturer trying to establish contact with an enterprise, I'd like to develop a relationship with the CTO and COO but would start with the IT manager and Purchasing manager.

I think that the correct answer is C. It´s very important to identify who the stakeholders are because they truly understand the needs of the organization. Therefore, they themselves will help us internally convince other members of their team.
